Do Heat Pumps Actually Work in Lower Mainland Winters?

This is the question we get more than any other, and it usually arrives with a story attached — a brother-in-law in Winnipeg, a colleague in Prince George, someone whose heat pump “couldn’t keep up”.

So let us deal with the geography first, because it does most of the work.

The Lower Mainland is close to the easiest heat pump climate in Canada

A heat pump moves heat rather than making it. The colder it gets outside, the less heat there is to move, so efficiency falls as temperature drops. That is real physics and it is why the Winnipeg story exists.

But the Lower Mainland is not Winnipeg. Surrey’s winter lows sit in the range where a modern cold-climate heat pump is still operating comfortably within its design envelope. We get cold snaps, we occasionally get a genuinely hard week, and the equipment being sold now is specified with that in mind.

The honest framing is this: the climate is not the constraint here. In our experience the things that determine whether a Lower Mainland heat pump performs are, in order:

  1. Whether it was sized correctly
  2. Whether your ductwork can move the air it needs to move
  3. Whether the installer set it up properly
  4. The weather

The weather is fourth.

Sizing: the failure we see most

An oversized heat pump is a worse outcome than an undersized one, and it is the more common mistake.

Oversized equipment satisfies the thermostat quickly, shuts off, and then starts again — short cycling. You get temperature swings, poor humidity control, more wear on the compressor, and a system that costs more to run than a correctly sized one. It also cost more to buy.

Correct sizing comes from a heat loss calculation against your actual house: square footage, insulation, window area and orientation, air tightness, ceiling heights. Not from the size of the furnace it is replacing, which was itself probably oversized in 1996.

If a contractor quotes you a capacity without having looked at the building, they guessed. That is worth knowing before you compare prices, because the cheap quote and the expensive quote may not be for the same thing.

Ductwork: the constraint nobody mentions in the sales call

Heat pumps move a larger volume of air at a lower temperature than a gas furnace does. A gas furnace blasts 50°C air in short bursts; a heat pump runs longer at gentler temperatures.

Ductwork sized for the furnace approach sometimes cannot deliver the airflow the heat pump needs. The symptoms are the ones people blame on the heat pump itself: rooms that never quite get there, noticeable noise, a system that runs constantly.

This is fixable, but it needs to be in the quote rather than discovered afterwards. On older Surrey and Delta housing stock we look at duct sizing before we talk about equipment, because it occasionally changes the recommendation entirely — sometimes toward ductless mini-splits, which sidestep the problem.

What “cold climate” actually means on a spec sheet

You will see the phrase on almost everything now, so it has stopped being a useful filter. What is useful:

  • The rated capacity at low temperature, not just at 8°C. A unit that produces its full output at 8°C and half at -8°C is a different machine from one that holds most of its output down low.
  • Whether there is a backup heat strategy, and what it costs to run. Electric resistance backup works but is expensive per unit of heat.
  • The defrost behaviour. Coastal damp means more frost cycles than a dry cold climate. A unit that handles defrost gracefully matters more here than in Alberta.

The dual-fuel option

If you already have a working gas furnace, you do not necessarily have to choose. A dual-fuel setup runs the heat pump for most of the year and hands over to the furnace when it is genuinely cold — which, here, is not often.

The realistic expectation

A correctly sized, correctly installed heat pump in a Lower Mainland house will heat it through the winter and cool it through the summer, which the furnace it replaced could not do. Your bills will change shape — gas down, electricity up — and the net depends on your rates and your house.

What it will not do is behave like a furnace. It runs longer and gentler. People used to blasts of hot air sometimes read that as “not working” for the first month. It is working; it is doing it differently.
